Shield icon in urlbar also disappears when turning Rewards icon off in settings

Description of the issue:
Must have the setting “Show Brave Rewards icon in address bar” toggled on to also have the Shield icon appear in urlbar of latest nightly release

Steps to Reproduce (add as many as necessary): 1. 2. 3.

  1. Open settings page
  2. Select “Appearance” in left hand column
  3. Find “Show Brave Rewards icon in address bar” setting in right hand column and toggle on/off
  4. See both Rewards Icon & Shield icon appear & disappear as Rewards Icon toggled on/off

Reproduced always.

Brave Build and Version(ex., "Brave Beta, v1.14.73):
Nightly Version 1.38.60 Chromium: 100.0.4896.46 (Official Build) nightly (x86_64)

Reproducible on current live release (yes/no):
No

Additional Information:
On current release version of Brave ( Version 1.36.119 Chromium: 99.0.4844.83 (Official Build) (x86_64) toggling the Rewards Icon on/off in settings only makes Rewards Icon appear/disappear. The Shield Icon remains in the urlbar regardless of rewards visiblity setting.

Disabling all extensions did not fix the problem nor did resetting all changed settings back to default fix the described behavior.
