Description of the issue: Shield Icon no longer appearing on latest beta
Brave Version( check About Brave): Version 1.38.67 Chromium: 100.0.4896.46 (Official Build) beta (x86_64)
Additional Information: Not sure how it’s possible (or that it even was) but on the current beta build I’m not seeing the Shield icon at all. The functionality still seems to be working as far as I can tell, just no icon in the address bar any longer.

Through trial and error, I figured out that it comes back if “Show Brave Rewards icon in address bar” is turned on. Never needed to do this before, though.

Shields v2 should show up even if Brave Rewards icon is turned off.
## Steps to Reproduce
1. Open `brave://settings/appearance`
2. Disable `Show Brave Rewards icon in address bar`
## Actual result:

Shields icon must be on the address bar.
