Saved tab groups do not sync between my desktop and my lenovo win11 laptop

Description of the issue: saved tab groups do not sync between my desktop and my lenovo win11 laptop

Steps to Reproduce (add as many as necessary):

  1. enable sync on both windows 11 devices and verify that saved tab groups is enabled in the sync settings
  2. open brave on both windows 11 devices
  3. open a new tab on first windows 11 device
  4. create a group with the tab
  5. right click the group and tick the Save group option
  6. the saved tab group never appears on the second windows 11 device

Reproduces how often: always

Brave Version(See the About Brave page in the main menu):
Version 1.64.109 Chromium: 123.0.6312.58 (Official Build) (64-bit)

Type of devices currently running on the Sync chain in question: windows 11 desktop, windows 11 laptop, oppo find x5 pro

Additional Information: restarting both devices does not fix this issue

I have the same issue with version 1.65.126 Chromium: 124.0.6367.118
