Description of the issue: saved tab groups do not sync between my desktop and my lenovo win11 laptop
Steps to Reproduce (add as many as necessary):
- enable sync on both windows 11 devices and verify that saved tab groups is enabled in the sync settings
- open brave on both windows 11 devices
- open a new tab on first windows 11 device
- create a group with the tab
- right click the group and tick the Save group option
- the saved tab group never appears on the second windows 11 device
Reproduces how often: always

Version 1.64.109 Chromium: 123.0.6312.58 (Official Build) (64-bit)
Type of devices currently running on the Sync chain in question: windows 11 desktop, windows 11 laptop, oppo find x5 pro
Additional Information: restarting both devices does not fix this issue
