Description of the issue:
Updated the browser to version Version 1.71.121 Chromium: 130.0.6723.91 (Official Build) (64-bit) and all saved tab groups were lost. The brave://flags for tab group were all set to default settings. Sync all is enabled.

- Update to Version 1.71.121 Chromium: 130.0.6723.91 (Official Build) (64-bit)
- Brave Restarts.
- Saved tab groups gone.
Reproduces how often:
Everytime? Brave updated and restarted. Exiting and restarting Brave does not bring them back either.

Additional Information:
PC is on Win 11 Pro (23H2, 22631.4317 build). After updating to the current version (Version 1.71.121 Chromium: 130.0.6723.91 (Official Build) (64-bit)), Brave restarted itself. All saved tab groups disappeared. No amount of fiddling with brave:/flags tab group settings brought them back.
After the update, noticed a new entry in Sync chain for the device. There are 4 entries for this one device. The update should not have deleted saved tab groups.
