Right click 'Translate to English' does not work

Description of the issue:

Steps to Reproduce (add as many as necessary):

1. got to a German speaking page like pcwelt.de
2. Right click on the page and choose ‘Translate to English’
3. Nothing happens, no translation

Actual Result (gifs and screenshots are welcome!):

Expected result:
page to be translated into English

Reproduces how often:
all sites, German or French language or others

Brave Version(about:brave):
Version 0.55.18 Chromium: 70.0.3538.67 (Official Build) (64-bit)
English interface
Windows 10 Pro English v1803

Reproducible on current live release (yes/no):
yes on all sites

thank you I am sure this will be corrected. This is one of the few important features of Chrome that would deserve being ported to Brave.
