**Description of the issue:**After updating to version 1.21.73, I find that the main menu and bookmarks menu often are not visible. The drop-down appears as an empty vertical rectangle. If I click anyware on it, for example somewhere on the bookmarks menu, a web page will open in a new tab. I just don’t know which it will be because the text in the menu does not render.
**Steps to Reproduce (add as many as necessary): 1. 2. 3.**No particular steps: just start Brave and there it is.

**Expected result:**I expect to see the menu items listed properly.
**Reproduces how often:**Every time I use Brave since updating to 1.21.73. Sometimes, after maybe half an hour, the menus actually reappear! But next time I start Brave they are gone again.
