Menu items disappeared after the latest update

Description of the issue:

Any menus do not show all items. Ones that are supposed to be greyed out are visible. Acive menu items are not. Menu item icons are showing

This happens only if the GTK+ theme is used from within Brave/Settings/Appearance. The Classic theme does not exhibit the issue.

How can this issue be reproduced?

  1. Select any menu within the browser

Expected result:

To see the menu items

Brave Version( check About Brave):
1.1.20

Additional Information:

OS - Ubuntu 18.04

Can confirm the same issue in Version 1.1.21 Chromium: 79.0.3945.79 (Official Build) (64-bit) on my Ubuntu 18.04 system.
