Problem with bookmarking window

Description of the issue:
Bookmark folder selector appears behind bookmark action overlay
How can this issue be reproduced?

  1. Go to any website
  2. Click to bookmark the site
  3. Click the folder selector to choose a folder to add to

Expected result:
Folder selection window should display in front of the bookmark window; instead, folder selector appears behind the bookmark window and is halfway not usable.
