Private browsing keeps asking for a location despite it being blocked in settings

Description of the issue: Similarly to a previously open issue with no response for Brave on Android, the desktop Brave in a Private window also doesn’t respect set-up site permissions (or at least the location permission). For example, Location being blocked, using the “Don’t allow sites to see your location”, doesn’t seem to apply to Private windows. Navigating to a website which asks for a location will continue asking for a permission as if it were allowed in the first place.

How can this issue be reproduced?

  1. Set brave://settings/content/location to “Don’t allow sites to see your location”
  2. Open a Private window
  3. Navigate to any website asking for a location, e.g. https://mylocationnow.io/, the website will show a location permission prompt

Expected result: No location access prompt is shown

I believe it is not related, the pop-up should not show up at all.

At brave://settings/content/siteDetails?site=https%3A%2F%2Fmylocationnow.io it shows the location is blocked and that is expected - in normal browsing, Brave is blocking the location access as expected; it is only the Private browsing which keeps prompting for a location
