Description of the issue:
Brave will not respect site settings on a private tab
Steps to Reproduce:
1. Launch Brave
2. Go to settings > site settings > location, and change setting to “blocked”
3. Open a private tab and navigate to a website that requests your location. Ex: https://mylocationnow.io/
Actual Result:
Browser will ask if you want to allow website to get your location
Expected Result:
Browser should block location access instead of asking
Reproduces how often:
Every time you restart the browser and open a new private tab. Does not seem to happen in normal tabs, only private ones.
