Power Saver mode drops frames continuously on Youtube

Description of the Issue

Watching with Brave “Power Saver” mode drops frames continuously on Youtube making videos almost unwatchable, it visibly goes out of sync etc. This happens on normal videos, not super mega 4K or something.

Steps To Reproduce

  1. Set Power Saver ON
  2. Watch Youtube videos
  3. Right click stats for nerds
  4. Watch dropped frame counter going up

Expected result

Not dropping Frames on YouTube videos and enjoy power savings.

I see a similar issue with power saver and watching YT videos.
the video quality keep changing up and down couple of times when watch and power saver mode is ON. when that happen the video pause and resume.

The exact thing happen in gogole chrome, IDK!! maybe me onlya?
