Open new tab page clears address bar

Description of the issue:
When opening a new tab, it clears newly entered text in the address bar of the new tab.

Steps to Reproduce (add as many as necessary): 1. 2. 3.

  1. Settings > New tab > Open a new tab page
  2. Open new tab
  3. Enter text into the address bar of the new tab
  4. The text in the address bar is cleared
  5. New tab opens
  6. Further text entry into the address bar does not get cleared.

Actual Result (gifs and screenshots are welcome!):
N/A

Expected result:
Text entry into the address bar of a new tab should not be cleared on opening.

Reproduces how often:
Every time when opening a new tab

Operating System and Brave Version(See the About Brave page in the main menu):
MacOS Big Sur 11.4 (20F71)
Version 1.25.68 Chromium: 91.0.4472.77 (Official Build) (x86_64)
