"Open in new tab in group" feature works, but the pop-up menu of tabs doesn't appear unless you tab out and re-tab back in

How can this issue be reproduced?

  1. Click on a link, then click “open in new tab in group.”
  2. The new tab will open properly and be in a group with the current tab, but the pop-up menu at the bottom of the screen showing the tabs in the group doesn’t appear, preventing you from switching to the new tab.
  3. Tabbing out of the current window and then clicking on that same window’s group does show the all the tabs in the group. After opening a tab in the group, the pop-up tab group menu at the bottom of the screen now appears.
  4. After doing the above, new/different windows will properly show the pop-up tab group menu when clicking “open tab in new group,” however closing Brave and reloading it makes you need to repeat the above to get the menu to appear again.

Expected result: Clicking on “open tab in new group” both opens the new tab in a group and a pop-up menu appears to allow you to switch tabs within the group.
