Description of the issue:
How can this issue be reproduced?

  1. My brave browser opens a new blank tab automatically without clicking any links
  2. It happens today (first time)
  3. I tried to clean the rest of history but this issue is still happening

Expected result:

Brave Version( check About Brave):
Version 1.65.126 Chromium: 124.0.6367.118 (Official Build) (64-bit)
