No download bubble in private windows

Description of the issue:
Why is there no download indicator in private windows?

How can this issue be reproduced?

  1. Open a private window
  2. Download a file

Expected result:
The download bubble should appear to show the progress.

Brave Version( check About Brave):
Version 1.64.113 Chromium: 123.0.6312.86 (Official Build) (arm64)
