Vertical lines appear on the upper and lower parts of pages while scrolling in the Brave browser. This issue is exclusive to Brave and not present in Chrome or Edge. Resetting settings and reinstalling the browser didn’t resolve it. Attached is a video for reference.

Maybe hardware / graphics acceleration issue. Two locations where you may throw a switch, experiment:
brave://settings/system
and
brave://flags/ - there, search for “accele” and:
Two switches that might apply:
- Accelerated 2D canvas
- Hardware-accelerated video encode
Extensions testing
- Disable extensions; then test for issue
- Enable extensions, one at a time, in order to individually test for issue
- Enable combinations of extensions, in order to see which combinations of extensions will work without encountering the issue
