the mouse cursor change to a circle when i use the developer mode or inspect elements is open, so no hover function like it,
it is normal, or there is anything to change this behaviour by settings?

I have exactly the same issue. It’s nothing to do with the mouse.
When using inspect mode in Brave, the mouse cursor changes to a circle, and it loses much functionality.
