Local files saved in tab groups do not reopen correctly

Description

When a local file (e.g. a PDF) is saved in a tab group and the browser is restarted, reopening the tab group does not load the file. Instead, an empty new tab is displayed.

Steps to reproduce

1. Open a local file (e.g., a PDF file) in Brave
2. Add the tab with the local file to a new tab group.
3. Save the tab group.
4. Close the browser.
5. Reopen Brave and open the saved tab group.

Actual result

The tab group opens, but the tab for the local file is replaced by an empty new tab.

Expected result

The local file that was saved in the tab group should reopen correctly when the tab group is opened.

@charon_dev first, I would highly recommend updating to the latest build of the browser (v1.75.178).

As for the issue, looks like I can reproduce this but I can also reproduce this in Chrome, which means this is an upstream issue that will have to be fixed by the Chromium team.
