Tabs with local files open in saved tab groups become new tab after reopening brave

Description

When you open local files in tabs (e.g. PDF files) inside a saved tab group, after closing and opening brave browser, the local file tab will become the new tab.

Steps to reproduce

  1. Open brave browser;
  2. Set Settings > Get Started > On Startup to “Continue where you left off”;
  3. Open local file in a tab;
  4. Right-click the local file tab and click Add tab to group > New group;
  5. Save tab group;
  6. Close and reopen brave browser.

Actual result

The tab where the local file was opened becomes new tab.

Expected result

The tab should reopen the local file that was opened before.
