When links are clicked, it is hit or miss whether or not they prompt a “Save As” download or open in new tab. (I want them to open in new tab)

Additional Information:
I have already unticked the setting for downloading PDFs instead of opening in browser.
I have already checked brave://components for PDF viewer (PDF.js) , it is not there in any form.
