Last vertical tab not visible when it is active and tabs are full

Description:
When the vertical tab column is full of tabs, it will scroll up/down to show the active tab. However, when switching using ctrl-tab, the bottom-most tab is not visible when active because it is covered by the ‘+’ button. Two screenshots below.

Another issue: with “expand vertical tabs on mouseover” enabled, sometimes the expanded tabs persist after mouse moves away. This happens when tab mouseover is active, then user switches to another Brave window with cmd-`, then switches back to the first Brave window.

Steps to reproduce:

  1. Open multiple tabs so more are open than can fit within a single window view.
  2. Switch tabs using ctrl-tab or ctrl-shift-tab.

In addition, when the visible vertical tab list is full, opening a new tab is not visible at the bottom.
@Saoiray Do you know who we may tab to get attention to this bug? It disrupts the browsing experience when bottom-most tabs are not visible.
