Kubuntu - Maximize and Minimize button not appearing on PWA apps

Description of the issue:
On Kubuntu, my minimize and maximize buttons on PWA apps do not appear at all on Kubuntu. I do not have this issue on my Fedora install.

On Brave, I have “Use system title bars and borders” enabled, but it does not seem like that carries over to PWA’s. How would I resolve this, or is this a bug?

**Steps to Reproduce (add as many as necessary):

  1. Whether or not the “Use system title bar” is enabled or disabled, does not make a difference
  2. Install a PWA/open it
  3. Observe the missing maximize and minimize button.

Every time

Operating System and Brave Version(See the About Brave page in the main menu):
Kubuntu 23.10

Additional Information:
The issue also happens with the main Brave window if I have “Use system title bar” disabled. I can double click the title bar to maximize or minimize, and I can click the icon in my taskbar to minimize it, but it is missing the buttons on the title bar.
