Inactive tabs discarded and reloaded despite tab discard flag disabled

Description of the issue:
Inactive tabs are being discarded and reloaded, even though I set the Proactive Tab Freeze and Discard flag to ‘disabled’.

How can this issue be reproduced?
1.Leave a couple tabs open and stay on a different active tab for a while.
2.Wait.
3.Go to inactive tab and see it getting reloaded.

Expected result:
The inactive tab not being reloaded since the Proactive Tab Freeze and Discard flag is set to ‘disabled’.

Brave Version( check About Brave):
Versie 0.68.132 Chromium: 76.0.3809.132 (Officiële build) (64-bits)

I have seriously been searching my butt off for something like this, couldn’t find anything online or in the Chrome Store :frowning:
Got the extension installed, it shows the little icon that tab discarding/reloading is disabled so… I’m going to assume it works!
