I can't customize dashboard background image

Description of the issue:
To be exact, I can upload my favorite picture, but, when I flush the tab, or open other new tab, the background will return the default picture, not my favorite.

How can this issue be reproduced?

  1. upload a picture

Expected result: The background should be I just upload picture
