How to change shield settings without being on the site

Hi!
I was wondering if you could change your shield settings for a window without being on the site?
I accidentally changed the cookies settings for YouTube and now every time i open YouTube i get directed to this site: https://consent.youtube.com/m?continue=https%3A%2F%2Fyoutube.com%2F&gl=NO&m=0&pc=yt&uxe=23983172&hl=no&src=1
If i try to accept all or not accept all it just keeps on sending me back to the same site.

Have you tried clearing your cache and cookies for YouTube?
