Extension not working in Tor mode, even though I turned on "Allow in Private"

Description of the issue:

I have the Stylus extension installed, works fine in normal mode. When I launch in Tor Mode, even with “Allow in Private” checked, the extension does not work. The icon appears, but when you try and open the extension or create a style nothing happens

How can this issue be reproduced?

  1. Install Stylus extension in Brave
  2. Open a Tor Window
  3. Go to Extensions, and click Details for Stylus, and select “Allow in Private”
  4. Click the Stylus icon in the browser window
  5. click “Manage”. Nothing happens

Expected result:
Manage window should come up
