Duet lower bar cannot be used to swipe to previous/next tab

Description of the issue:

In Duet mode:
Top bar can be used to swipe to previous/next tab
Lower bar cannot be used to swipe to previous/next tab

Brave Version( check About Brave): Latest on Android Play since ~14/8/2020
