Designated homepage doesn't open on startup

Description of the issue:

I have gone into settings and tried to set a default home page to open on startup. Once done, it appears in the list of pages beneath the “Open a specific page or set of pages” heading, and the checkbox beside that is marked. But when I close and reopen, instead of going to that specified homepage, I get only the Brave desktop.

I have tried changing this repeatedly, all to no avail.

How can this issue be reproduced?
