Description of the issue:
How can this issue be reproduced?

  1. “Open a specific page or set of pages on startup” never works.
  2. It goes to the standard splash screen instead.
  3. The homepage I set is also my New Tab page. That doesn’t work either.

Expected result:

Homepage.

Brave Version( check About Brave):

V1.22.72 macOS
