Content not loading - images

Description of the issue:
not loading any images on a website.

all the time

Operating System and Brave Version(See the About Brave page in the main menu):
windows 7
V1.38.111 latest version
Additional Information:
tried reinstalling, creating new profile still doesn’t load images on some wessites. other browsers like firefox works just fine on those site.

Should normally work if images are set to open in sites @ brave://settings/content/images

If not working, try opening the site in a private window (hold CTRL+SHIFT+N). Result?
