Can't minimize full screen browser window in 2nd screen that is below the main screen

When I expand my browser window in my MacBook Pro, that is arranged below my monitor (which is the main screen), I can’t get out of full screen mode.

Repo Steps:
Setup Macbook Pro with Monterey as the secondary screen directly below the main screen monitor.
Open a Brave Browser window in the secondary screen.
Press the “Enter Full Screen” button on the Brave Browser window.

Actual Result:
When I try to exit Full Screen mode, the window decorations do not show. I can not get the window bar to show. I have to close the window to get rid of it.

Expected result:
When I place my mouse at the top of the Full Screen Brave Browser window, I expect to see the window’s header to show exposing the green button to exit full screen mode. Safari works fine and will expose the window bar, but not Brave Browser.
