can't add more Top Site (NEED HELP)

Unable to add more “TOP SITE” on a blank tab

1-Create a new tab Steps to Reproduce (add as many as necessary): 1. 2. 3.**
2- click on “add site” when “top site” is toggled in the customize
3- “Edit Site” window is open when you enter the name and the URL, enter the proper infos (navigation with mouse and with the tab key)
4- Click “SAVE” or enter

Then the saved site icon should appear in the list and it does not.

Did it like 10 times no success.
