**Description of the issue:**On Brave Beta and Nightly, the Brave Sync function does not work. When I add the phrase and sync all toggle, after several minutes and restarting the browsers, it doesn’t sync anything at all (passwords, bookmarks, config, etc.)
Also, when I want to delete old devices, it does not do anything, even they appear but no go away.
Steps to Reproduce (add as many as necessary): 1. 2. 3. 1. Open Browser.
2. Go to Settings.
3. Syncronization
4. Go to Add new device
5. Select Computer
6. Paste sync code given by another Brave already synced
7. Check “Sync All”
8. Wait a few seconds/minutes, but It won’t sync.
9. Try to delete another device
Reproduces how often: ALLWAYS.

Additional Information: This Issue has been happening to me for several months now. Before at least Bookmarks were syncronized, now there is no syncronization. On Brave Stable version this works perfect.
