Brave "Shields" does not appear to save settings after closing browser

Description of the issue:
Brave “Shields” does not appear to save settings. When Brave browser is closed, and then reopened, the “Shields” settings revert back to “Standard” settings. Is this normal?

How can this issue be reproduced?

  1. Open Brave Settings > Shields
  2. Select “Trackers & ads blocking” and set to “Aggressive”, and select “Fingerprinting blocking” and set to “Strict, may break sites”:

  1. These settings remain apparently only during current browser session.

  2. When browser is closed, and then reopened, the “Shields” settings appear to revert back to “Standard” settings:

Expected result:

I was expecting that our selections in Brave browser (including “Shields”) would be “saved” in settings. Isn’t this normal?
