Description of the issue:
How can this issue be reproduced?
Open Brave
Go to: brave://settings/content/all
Scroll the list of “All sites”
Expected result:
I should see all the sites that have left cookies but now I only see 35 sites.
If I delete a site, the next hidden site appears at the bottom of the list and I still only see 35.

At brave://settings/content/all
there is a list of sites, not cookies.
If you click on a site, then you will see mention of cookies (if any).
Thank you for pointing that out, I will correct the wording of my question, but that is immaterial to the bug that is preventing the listing of “All sites.” It used to display many more sites but after recent updates to Brave it now only displays the first 35 sites.

### Description
In Windows, if you go to `Settings --> Languages --> Customize … Spell Check` you can add a list of words to the browser that will not be included in the built-in spell check. However, if this list grows too long, the page will cut off the list after a certain point, such that you can only see so many entries.
In the screenshot below, when testing, I added a large number of made up/gibberish words to the list. I made sure to include one that started with every letter of the alphabet. As you can see, it appears to cut off after the 40th entry in the list:

This page should display the full list of words.

### Description
In Brave stable, Beta and Nightly, if you visit `brave://setti… ngs/content/all` to view all site data stored in the browser, the list only displays ~35 or so entries of the entire list. Note that the scroll bar still works and will scroll to what would be the bottom of the list, but no entries are shown:

No information or errors shown in dev tools `Console`. Also note that this issue is not present in Chrome or other Chromium browsers.
