Description of the issue: Upon first opening the Brave browser and clicking any bookmark or searching any term, Brave will not even start loading. There will be a little moving circle icon on the top in the tab, but otherwise the page will not change in the slightest. This will last for a few minutes, and then for no apparent reason, Brave will get its act together and complete the rest of the loading process only slightly slower than normal. Once this waiting period is over however, Brave will load pages like normal. This issue occurs every time I open Brave for the first time after my laptop shuts/down restarts. If I close Brave and then open it again the issue can sometimes repeat. If it does, however, it is usually for a shorter period of time. I know that this is not an internet issue because if I open a different browser while Brave is being difficult, it will load pages like normal.
How can this issue be reproduced?
- open Brave
- click on bookmark or try to type in a search query
Actual Result: Brave fails to load anything for 1-5 minutes, though most often ~2 minutes.
Expected result: Brave will load the appropriate page or search within seconds.
Reproduces how often: Every time Brave is opened for the first time after restarting or shutting down. It can also occur if I close Brave and reopen it (without having restarted or shut down between closing and opening). If it happens again, it is usually shorter.

): Version 1.61.114
Additional Information: I’m on a Dell Inspiron 15 5000 series (5500 maybe?) running Windows 10, if that helps.
