Brave doesn't clean data on exit

Brave stopped cleaning user data on exit.
It used to work, but now it doesn’t.

Steps to reproduce

  1. Settings → privacy and security → clear browser data → on exit
  2. Check all checkboxes
  3. Settings → privacy and security → Cookies and other site data.
  4. Enable “Clear cookies and site data when you close all windows”
  5. Close browser
  6. Open browser
  7. Check cookies

Expected result: history, cookies, cache and other staff are empty

Actual result: history, cookies, cache and other staff remains
