Both video lag+slowmotion and audio lag when using hardware-acceleration

Description of the issue:
The issue I am having is that when using hardware-acceleration, the video decoding is extremely unreliable… On youtube, the video will skip seconds of content and run in slow-motion randomly but consistently throughout the videos I watch.

Did the issue present with default Shields settings? (yes/no)
The issue occurs regardless of shield settings.

Does the site function as expected when Shields are turned off?
No.

Is there a specific Shields configuration that causes the site to break? If so, tell us that configuration. (yes/no):
No.

Does the site work as expected when using Chrome?
Yes, with Chromium 98.0.4758.80, with hardware-acceleration on, it works as expected.

If you are willing to dig and troubleshoot, you might consider using Brave Browser Developer Tools >> Network

You can find that (Developer Tools >> Network) by using the Brave Browser Help menu and within its Search field, type “Developer Tools” (no quotes).
