Problems with Hardware accelerated video decoding

I’ve been encountering 2 issues with Youtube on Brave as of recent:
Youtube videos freeze up after switching tabs and tabbing back in after a short amount of time, the video freezes up at a fixed point I was previously viewing for a split second or two and resumes at the point the video is supposed to be currently at.
Loading certain videos freezes up my entire system for a second or two until the video is fully loaded.

These issues starting occurring after reinstalling my OS and being forced to upgrade my Brave from Muon to Chromium, it has never occurred while running on Muon.
I have tested it on different browsers such as Firefox and Edge, none of which carry over this problem. I have also tested it with Hardware acceleration off and it appeared to have either fixed the problem or at least dampen the effects, but having Hardware acceleration off at all times is unfavorable for other sites. Allowing/disallowing Flash also appeared to have no effect.

Version 0.59.34 Chromium: 72.0.3626.81 (Official Build) (64-bit)

EDIT: After some research and testing, I have narrowed down the problem to Hardware-Accelerated Video Decoding, disabling it made videos load twice as quickly, but made video streams load twice as slowly.
