Bookmark drag to bookmarks bar does not work - freezes

Description of the issue:
How can this issue be reproduced?

1. click lock
   

   

2. drag to folder
   

   

Expected result:
used to open folder and let me place url.
now it just freezes - not placing url

(and if I click book mark icon it does save, but cannot move urls around from booksmark tab - have to open bookmarks manager itself )

Brave Version( check About Brave):
1.36.112 Chromium

Impossible to reorganize bookmarks manually

Hi team, Just to report a bug: I can’t reorganize manually my bookmarks in my personal bookmarks barre. If I drag one to another place for example, it doesn’t move… Thanks
