Android from suggestions refuses to be turned off

Description of the issue:
I keep getting form suggestions that sometimes blocks my keyboard in android.

How can this issue be reproduced?

1. Type in a form in a website
2. Get a bunch of useless results that block my keyboard
3. Turn off autofill in privacy settings
4. still get them
5. Turn off autofill in brave flags
   #show-autofill-type-predictions
6. still get them

Expected result:
7. Form suggestions should be able to be turned off
