All downloads fail with status canceled

Description of the issue:
All files I try to download get cancelled somewhere in the progress of downloading, often enough when >90% are already transferred.
Retrying doesn’t help.
Downloading the very same file with another browser works.
Downloading the very same file with Brave in private window mode works.

How can this issue be reproduced?

  1. go to website that offers a downloadable file, i.e.: https://eclipse.baeyens.it/stable.php?OS=Windows
  2. click on link to start download
  3. file transfer will get cancelled short before completing

Expected result:
download the entire file

Brave Version( check About Brave):
Version 1.62.165 Chromium: 121.0.6167.184 (Official Build) (64-bit)

still have this issue in updated Brave

Version 1.63.165 Chromium: 122.0.6261.94 (Official Build) (64-bit)

Any help? I did not have this problem until I reset my laptop.
