Description of the issue:
How can this issue be reproduced?
I have fine motor control problem in my hands due to rheumatoid arthritis. The tabs and menu icons are too small for my hands to click on reliably. How do I maek the m bigger? Making the fonts size bigger changs nothing in the tabs/menu.
EVERYONE that uses Brave with an eye problem or hand/arm problem needs this feature because it is specific to the browser.
The lack of this option means there is no disability accessibility. Why do you want to alienate those in the disability community??? Other browsers have this feature, where is this ADA feature in Brave?
Expected result:
For this to be amended right away.

The idea… would be to allow users to customize the location of features like the URL bar, bookmarks toolbar, tabs, etc.
Original issue details:

## Description
What I'm talking about is basic UI scaling for the desktop browser, for example in percentages.
I'm not aiming at advanced browser customization, which is another kind of feature.
The UI feels clumped for a lot people, and that includes myself.
If you take accessibility into account, this should be a "must have" to say the least.
## Steps to Reproduce
1. Go to settings
2. Appearence
3. UI Scaling is not an option
## Actual result:
Nothing changes.
## Expected result:
I can scale my UI.

Always.

## Miscellaneous Information:
Having worked in IT for close to 20 years, I definitely searched for a fix before adding the topic.
I was not able to find anything to fix the situation…but I did find multiple requests for the same thing.
If there is a fix then it is buried somewhere I could not find online.
