I choose “dark theme”, but can’t see “3 dots” buttons.
I see classic buttons
Is it special MacOS and Linux(Arc-Dark theme)?

The three dots you’re seeing there are not a Brave theme. Rather, they are the Close, Minimize, and Maximize buttons that macOS devices use.
To solve this: buy a macOS enabled device! Unfortunately its a rather expensive workaround
