Wondering why synching open tabs has never worked for me?

I’ve tried a handful of times over the last year or so to start a sync chain with including open tabs as an option, however the new device in the chain never receives the open tabs from the original device. I tried this most recently this weekend when I set up my new phone. What’s the deal?
