Window slides down after uploading file prompt

Description of the issue:

When I’m prompted with the MacOS file upload popup, after uploading a file or dismissing the popup, my browser window slides down my screen about 50px.

How can this issue be reproduced?

  1. make sure you aren’t in fullscreen mode
  2. go to any site that prompts for a file upload. i.e. https://pixelpeeper.io/
  3. click on the ‘Browse files’ button
  4. dismiss the popup by pressing the escape key
  5. notice that the window has shifted down your screen

Expected result:

I would expect the window not to move at all before/after uploading the file
