Description of the issue:
How can this issue be reproduced?
Every time I download a file when using brave, the entire window drops down the screen about 1/2 inches. I have to grab the header bar and drag it back to the top. This is enormously annoying. What is causing it? And how do I stop this?
Expected result: I expect it to stay where it is at the top of the screen!

89.0.4389.114.
Additional Information:
This is a game-ender for Brave. I cannot tolerate having to drag my screen back to the top every time I download an image.
