when setting brave as your default browser external links do not open in the browser. WINDOWS 10 ive included a video of the issue : https://youtu.be/IIvYgxknTyg

Description of the issue:
How can this issue be reproduced?

  1. set brave as your default browser
  2. open a link from an external app
  3. mothing happens

Expected result: link opens in a new brave tab

**Brave Version: Version 1.25.72 Chromium: 91.0.4472.101 (Official Build) (64-bit)
