Description of the issue: On some sites (like brave.com, actually), scrolling using mouse wheel behave strangely - it scrolls just a little, then after I stop using mouse wheel - it jumps to the end where scrolling should end. If you scroll longer, the jump will happen only after you stop using mouse wheel, so the “jump” can be long.
How can this issue be reproduced?
- go to affected site (like brave.com or https://learning.lpi.org/en/learning-materials/101-500/)
- start using mouse wheel
Expected result:
Scrolling should be consistent

What I do: I use mouse wheel four times, then a short pause. The difference in scrolling on brave.com and Wikipedia, for example, is night and day.
According to (closed) posts like this one: Some web pages hangs briefly while start to scrolling, this is not a Linux-only issue. I’m also using desktop - AMD Ryzen 5 1600, Radeon RX 580. Disabling hardware acceleration does not change this behaviour. Scrolling using a scrollbar works completely fine and as it should.
