Video Playback Bug

Description of the issue:

On desktop only (mobile app works fine), videos cannot be played properly; static fuzz and green lines appear, followed by an error message when reload attempted.

How can this issue be reproduced?

Version 1.37.109 Chromium: 100.0.4896.60 (Official Build) (64-bit)

Additional Information:


Paste the following in the URL brave://settings/system

then disable hardware acceleration.

Restart PC.
